The Global Fund to Fight AIDS, Tuberculosis and Malaria has been requesting countries to access funding for their national strategies by preparing programme proposals. As part of its commitment to the aid effectiveness principles, the Global Fund seeks to introduce a new way for countries to access financial resources called “National Strategic Application”. For such application, the national strategy itself, rather than a Global Fund specific proposal, will form the foundation for the application for Global Fund financing.
The National Strategic Application (NSA) is being introduced in a phased out approach beginning with the First Learning Wave (FLW). Kenya is one of the countries that will apply for the funding of the National HIV and AIDS Strategic Plan under the First Learning Wave.
Kenya has completed the development of the National HIV and AIDS Strategic Plan 2009/10-2013/14. This strategy will form the basis for submitting the National Strategic Application to the Global Fund by 31st August 2009. The NSA will cover a period of 4 years. Kenya will select Principal Recipients to manage the funding under the NSA framework.
The Kenya Country Coordinating Mechanism for the Global Fund is requesting for proposals from public, private and civil society organisations with requisite capacity to provide the services of a Principal Recipient for the NSA.
The principal recipient is expected to manage the funding for the components of the NSA to be implemented by civil society and private sector organisations. The activities will be carried out in community and private sector settings. |
